Chris Lucas
British APCO Chair
Chris is currently the Ambulance Senior User and Assurance Manager for the NHS Ambulance Radio Programme (ARP). ARP delivers both the current Airwave service to NHS Ambulance Trusts and is supporting the delivery of the Emergency Services Mobile Communications Programme (ESMCP) and related procurements to ensure an end to end service providing critical voice and data communications. He has been heavily involved in assuring operational communications best practice in Ambulance Trusts. He is the current chair of the Emergency Services Airwave User Group (ESAUG) and represents the UK on the European Public Safety Radio Group (PSRG).
Chris has also been seconded to the National Policing Improvement Agency (NPIA) Multi-Agency Interoperability Programme as the Ambulance Lead and more recently provided operational communications input to the Joint Emergency Services Interoperability Programme (JESIP).
Ahead of joining ARP Chris worked as an operational manager for Yorkshire Ambulance Service across a wide range of roles and has a range of incident command experience. Prior to joining the Ambulance Service Chris served with the RAF as a navigator on maritime patrol aircraft.
He became Chair of British APCO in 2023.
